At the William Donald Schaefer building on St. Paul Street in Baltimore on Tuesday, May 22, the 16th-floor hearing room was the site of a protracted session on the issue of "should electric utility companies offer an opt-out option for customers who do not want smart meters" (PSC cases 9207 and 9208). The duty and responsibility to consider cases 9207 and 9208 and render a decision as to whether there will be an opt-out or not rests with the Maryland Public Service Commission, also known as the PSC.
On Tuesday at the Maryland PSC, utility companies and individuals alike testified during proceedings that lasted over 11 hours and which were attended by scores of people. Both of these figures—the number of people and the duration of the proceedings—indicate intense and widespread interest in the issue of smart meters and the desire to opt out. Although no one can say for sure at this point how many customers might choose to opt out, the figure of 1 percent of customers potentially opting out was mentioned several times.
Per the routine protocol of the PSC, those entities designated as official parties to the case spoke first, and spoke at length, as expected. The Maryland Energy Administration spoke and angered some in the audience when the MEA spokesman characterized those who would choose not to get a smart meter as those who "don't care about saving energy."
Next, the PSC staff opinion, presented by Carl Timmerman, aligned exactly with the opinion and publicly stated desires of Baltimore Gas and Electric (BG&E). The representatives from Pepco and Delmarva Power spoke for only a few minutes.
BG&E presented a panel of experts, including BG&E officials and a consulting scientist. The panelists spoke for about an hour, presenting a complete case addressing concerns ranging from cyber security to health effects to potential customer benefits to the cost that opt-out ratepayers would be asked to pay, should there be an opt-out in the future.
However, even after hearing all of this, the individual citizens were not swayed. In addition to individuals, two citizen groups each had representatives speak: Maryland Smart Meter Awareness was represented by Jonathan Libber, a lawyer formerly at the EPA and who was skeptical about the cost, safety and benefits of smart meters, and a group of Anne Arundel County environmental activists headed by former Maryland state delegate Mary M. Rosso, who spoke about their history of dealing with BG&E.
Hour after hour, the commissioners listened patiently to the testimony of the impassioned individuals. As it turned out, no one who spoke as an individual was in support of the smart meters, with some people going so far as to say that "an opt-out is not sufficient ... we request a moratorium."
Although the oral comments made for the record are officially labeled as "testimony," Chris Bush (an official party to this matter), acting as an independent watchdog, noted that none of the testimony was sworn under oath, and as such, he felt a degree of uncertainty that each claim made that day by parties with vested material interests might not turn out to be completely true.
Several members of the public spoke with deep personal conviction about their experiences with BG&E and their resulting distrust of BG&E on every subsequent issue.
The representative for BG&E said that it was not fair to have such allegations entered into the record, because PSC hearing protocol prevented BG&E from addressing or rebutting these claims on a case-by-case basis.
The testimony of the public centered on concerns about privacy, cost and savings, and issues with health effects and health problems, illustrated by numerous personal anecdotes. After dozens and dozens of testimonies, these main concepts were reinforced again and again as each additional speaker contributed his or her own variation to these central themes.
One audience member concluded that smart meters are neither necessary nor sufficient for energy savings. The Public Service Commission appears to be prepared to render a decision within one month on whether to grant an opt-out option.

I attended this hearing. Based on the 120+ citizen attendees, coupled with approx. 200 that attended BGE's first 'propaganda' meeting (who loudly applauded my dressing down of BGE's bullying behavior), I feel confident in concluding the majority of BGE's customer base is AGAINST these toxic-prone and privacy-intrusive meters. I can also attest to MEA's alarming arrogance and disregard to people's welfare. One of their reps cornered me at a break, asking my thoughts. After voicing health/privacy concerns; BGE admitting to having no humans involved in testing; and their shameful bullying of customers, she snapped: 'BGE is a private company, they can do whatever they want'. I said 'Best Buy doesn't knock on my door and shove a PC in my face and tell me I must use it and if I don't I will be charged a fee. Excuse me, since you obviously have a numb and dumb mindset, there's no point in further conversation'.

Despite the fact that the utilities are installing millions of smart meters statewide, there have never been any studies of their impact on human health despite the warnings by national and international medical authorities. Any adverse impact will be particularly problematic for children and the unborn as their skulls are thinner and their brains developing. The radiation they emit is way above what the utlities are claiming.

I find it amazing that Maryland's PSC is even attempting to make a case like this; this including the unidentified MEA speaker. I suspect they will get away with this because the "they" are our Maryland General Assembly and Governor who allow such bureauocratic strong-arming.
Recently PEPCO came through to change meters. Now I wonder what they are. The attitude was, this is our equipment, we will change it. I guess we could just switch to fireplaces and iceboxes but energy is supposed to be regulated on our behalf for our benefit, not as BGE's bully spoke/represented in s.west's Comments above. A utility isn't a private company but a PUBLIC utility and as such must work with its customers through our elected officials and their administrative arms. And, we as voters must remember this when we enter the polls come this November and more especially November 2014.

Breaking news, May 24 2012: PSC allows customers to defer smart meter installations. On May 24th, Maryland PSC issued Order number 84926, which says that customers may ask utilities not to install a smart meter. The Commission’s order is effective as of May 24th and affects customers in the Baltimore Gas & Electric, Potomac Electric Power Company and Delmarva Power service territories.
Order No. 84926, in reference to Cases 9207 and 9208, explicitly states that “the utilities shall refrain from installing a smart meter in the home or business of any customer who notifies the utility in writing that they do not wish to have a smart meter installed.” Also, customers who already have smart meters installed, but do not wish to have one may inform their utility in writing. The utility cannot activate those customers’ smart meter transmitters until the Commission issues its final decision on these issues. The Commission also stated emphatically that “WE HAVE NOT REACHED ANY DECISION AS TO WHETHER TO PERMIT THE CUSTOMERS OF THE UTILITIES IN THESE CASES TO “OPT-OUT” OF RECEIVING A SMART METER PERMANENTLY OR, IF SO, WHAT THE TERMS OF ANY POSSIBLE FUTURE OPT-OUT MIGHT INCLUDE,” and that “[t]his Interim Order should not be read to suggest or foreshadow anything beyond the purely interim directive it contains.”

Smart meters emit microwave radiation 24 hours a day, seven days a week. Pacific Gas and Electric reported that up to 190,000 messages can be communicated via one smart meter in only 24 hours. In April, the American Academy of Environmental Medicine recommended against smart meters. It issued a position paper entitled, Electromagnetic and Radiofrequency Fields Effect on Human Health. According to the report, “Multiple studies correlate RF exposure with diseases such as cancer, neurological disease, reproductive disorders, immune dysfunction, and electromagnetic hypersensitivity."
Smart meters raise privacy concerns. According to a February 2012 Congressional Research Service Report entitled Smart Meter: Privacy and Cybersecurity, the Department of Energy reported that by matching data with known appliance load signatures, smart meters will be able to reveal people’s daily schedules, their appliances and electronic equipment, and whether they use certain types of medical equipment. Utilities will have the data to discern the behavior of occupants in their home over a period of time.

Do people realize that while not "smart" meters Pepco, BGE, Washington Gas, and many other utilities have been using very similar meters that transmit meter reads for the last 18 plus years. No complaints - except people are very happy to have a non-estimated read and they are happy they don't need to be home to let the meter reader inside. Not much difference between the existing meters and "smart" meters.

There are BIG differences between our current meters and "AMI" smart meters. Unlike current meters, the AMI "smart" meters have transmitters and receivers. The AMI "smart" meters emit microwave radiation carrying data to the neighbor's smart meter, which sends data via microwave radiation to the next neighbor's smart meter, and so on in a wireless mesh until it reaches repeaters and the utility. Our children playing in the yard will be exposed to more microwave radiation.
New AMI smart meters will work with a Home Area Network to collect and transmit detailed information on electric product use in the home. As people purchase new appliances, they will have "smart" chips. Information such as what time you turn on your washing machine and what time the cycle finishes will be tracked and transmitted. This information will transmitted via microwave radiation to the Home Area Network and on to the smart meter. As we add new appliances to our homes, there will be a substantial increase in microwave radiation inside and outside our homes. Visualize lines of RF waves from your television sets, dishwasher, electric toothbrush, hair dryer, DVD player, video game player, dryer, refrigerator etc to the Home Area Network and smart meter.
Smart meters will drastically increase microwave radiation inside and outside our homes. The smart meter system will be an experiment on the health of individuals and challenge our privacy.

The technicians told me that they need to disconnect my Pepco smart meter for the a/c installation and that I would need to contact Pepco to have the smart meter re-connected. Does anyone know if I can choose at this time to tell Pepco not to re-connect my smart meter, and instead come to take the device back? I would like to understand my options before I contact Pepco.

Just to clarify, the marylandsmartmeterawareness.org site is not legitimate. I have complained about this elsewhere. The scientists quoted are far outside the mainstream and many are considered charlatans. The site is full of misinformation.

Usually they don't take comments from the public and hold very staid meetings about esoteric issues. Folks were asking the Commission to study their concerns. They did not agree to do that.
