Other Tim, funny you say that. Did you know that is EXACTLY what the O'Malley proposal calls for? The Firearm Safety Act of 2000 signed by Glendening was a deep infringement on the Constitution. There was "compromise" by the civil rights groups. They lost half their pie in that compromise. Comes 2013 and the Firearm Safety Act of 2013. Coming for half the half of pie we were left with. We end up compromising with half a pie instead f a whole pie. We end up with a quarter of a pie. Come 2020 we will see the Firearm Safety Act of 2020 since the Firearm Safety Act of 2000 ans the Firearm Safety Act of 2013 were not enough of the pie. The Firearm Safety Act of 2013 allows for the the seizure of a regulated firearm that was legal one day then illegal the next if the owner does not register and license it. So the thug in this story WOULD indeed have to "turn the gun in immediately". (3) A PERSON WHO LAWFULLY POSSESSED AN ASSAULT LONG GUN OR A COPYCAT WEAPON BEFORE OCTOBER 1, 2013, AND WHO REGISTERS THE ASSAULT LONG GUN OR COPYCAT WEAPON WITH THE SECRETARY OF STATE POLICE BEFORE NOVEMBER 1, 2013, MAY: (I) CONTINUE TO POSSESS THE ASSAULT LONG GUN OR 18 COPYCAT WEAPON; A law enforcement unit may seize as contraband and dispose of according to regulation an assault [pistol] WEAPON transported, sold, transferred, purchased, received, or possessed in violation of this subtitle. http://mgaleg.maryland.gov/2013RS/bills/sb/sb0281f.pdf
