Police Arrest Suspect Wanted for Silver Spring Murder

This is the third suspect arrested connected to the murder.

Pennsylvania police officials arrested a Silver Spring man wanted for a first-degree murder committed in 2009, according to a press release.

Vincent Lloyd Minto, 39, was stopped by Reading City Police on Sept. 4 in Pennsylvania for an unrelated incident and a warrant for his arrest was discovered.

Minto is one of three suspects arrested for a murder committed in Aug. 30, 2009. Winston Delroy Dillon, 39 of Hyattsville and Lonzell Gregory Smith, 38 of New Carrollton were both arrested in Sept. 2009.

An investigation uncovered that the victim had a gathering at his house on the 900 block of University Boulevard East and an argument started. It escalated to an exchange of gunfire involving at least 12 rounds.

About 5 a.m., police recieved a report that shots were fired and were dispatched to the area.

Police found Clarence Rankine, 63, near a side entrance to his home with multiple shots. Rankine was shot and killed during this exchange.

Minto is currently in custody in Reading, Pennsylvania, pending an extradition hearing.
