Police: Homicide Victim Owed Suspect Money, Sparking Shooting

Kelvin Parache of Rockville has been charged with first-degree murder in the death of James Frazier of Germantown.

A Germantown man who was shot to death was reportedly killed because he owed the suspect money, Montgomery County Police said Friday after filing murder charges in the case. 

James Allen Frazier, 21, of the 200 block of Frederick Avenue in Germantown was shot about 10 p.m. Tuesday night in the area of Drumcastle Court. Officers found Frazier on Oxbridge Drive at Route 355/Frederick Road, according to a report from Montgomery County police.

Frazier was taken to a local hospital, where he was pronounced dead.

Detectives on Thursday afternoon charged Kelvin Parache, 29, of the 1700 block of Henry Road in Rockville with first-degree murder and use of a firearm in the commission of a violent felony in Frazier’s death.

The investigation revealed that Frazier owed Parache an undisclosed amount of money, police said. Parache thought Frazier was avoiding him and went in search of Frazier during the evening of March 4.

Police say once Parache located Frazier in a vehicle he began following the victim to locations within Montgomery County. At about 9:15 p.m., Frazier got out of the vehicle and entered an establishment in the Flower Hill area of Gaithersburg. After leaving the establishment, authorities say Frazier took a Ride-On bus to the 11800 block of Oxbridge Drive, where he was allegedly shot by Parache.

After Parache was developed as a suspect in the homicide, detectives arrested him Thursday afternoon in a vehicle near New Hampshire Avenue and I-495. A search warrant was also served at an address in Silver Spring that Parache was known to frequent, and undisclosed evidence was found.

Parache is being held without bond pending a bond review hearing this afternoon.
