A Silver Spring woman who does not have a valid Maryland driver’s license was reportedly behind the wheel of a car that ran down a woman and girl watching a soccer game at Eastern Middle School.

Montgomery County Police said Thursday that Esperanza O. Vasquez, 33, of the 800 block of University Boulevard E. in Silver Spring was driving the Ford Focus involved in Tuesday’s fatal accident.

The 13-year-old victim was identified as Deborah Roxana Reyes Casasola of the 900 block of Northampton Drive in Silver Spring. Detectives say the collision occurred about 8:32 p.m. Tuesday near the parking lot of Eastern Middle School, 300 University Boulevard E. in Silver Spring.

Montgomery County Police say Vasquez was driving a 2008 Ford Focus in the rear parking lot of the school when the car veered out of the parking lot. It struck a sign, a tree, and the unnamed woman and Casasola.

The woman was taken to a local hospital with minor injuries. Casasola was taken to a local hospital, where she died from her injuries.

Vasquez does not have a Maryland driver’s license; investigators are determining whether she has a valid license from another state.

At this time, no charges have been filed. Police will consult with the State’s Attorney’s Office to determine the appropriate charges in this case.

At the time of the collision, there were three people in the Focus, and none would tell investigators who was driving. The next day, one of the car’s occupants told police she was driving the car at the time of the fatal accident.

The owner of the vehicle, Roland B. Delgado-Romero, 33, of the 800 block of University Boulevard E. in Silver Spring, was the front seat passenger at the time. Delgado-Romero has a valid Maryland driver’s license.

An unidentified 26-year-old woman was a rear-seat passenger in the vehicle and has a valid learner’s permit. She had been practicing her driving skills in the parking lot before trading places with Vasquez, police said.

School video surveillance shows the women switched positions before the accident. The video does not capture the collision.
