Developer of Proposed Child Care Center in Four Corners Presents new Plan

April 15 meeting was intended to address issues raised by Montgomery County Planning Board.

The proposed child care center in South Four Corners  Hearing Examination at the Stella B. Werner Council Office Building in Rockville at a April 15 meeting was the latest in a series of meetings to help push plans for the daycare forward by addressing concerns by neighborhood residents.

In December of 2010, the  developer Craig Kay’s request for an exemption from county laws and the South Four Corners Master Plan, which would allow Kay to build a day care center in a residential area at the intersection of University Boulevard and Brunette Avenue.

In their report, the Planning Department issued the denial due to three main issues:

  •  The proposal is inconsistent with the 1996 Four Corners Master Plan
  •  The size and scale of the physical building could potentially alter the residential character of the neighborhood
  •  The proposal calls for 316 square feet per child would call for the Board to waive the 500-foot standard, and Staff does not recommend the waiver

During the 7.5 hours of testimony from Kay’s team—which included an architect, a day care operator, a developer, a traffic manager, storm water specialist and land use planner—an amended plan was presented in hopes that it would address some of the Planning Boards’ comments.

South Four Corners Resident Glen Richardson, who attended the meeting, did not feel that the presentation presented a string argument to counter any of the three issues.

“The original building was five times size of average house in our neighborhood, and this one is 4.5 times - I’m not sure it addresses our issue that it is too large,” said Richardson. “They also didn’t offer any reasons at all why they should waive the requirement of 500-square-feet per child,” he added.

As the developer’s team took more than seven hours to make their presentation, the attendees in opposition to the proposal will present their side on Monday, June 20, 2011 at 9:30 a.m. at the Werner Council Office Building.  

If the special exception for the day care proposal is not approved, Kay can legally subdivide the lot into as many as five plots for residential homes.

Residents in the Four Corners area who are interested in learning more about the issue are invited to attend a May 9th community meeting at at 7:00 p.m.
