South Silver Spring Resident Expresses Concerns about Parking Convenience Sticker Program

Letter to County Council Outlines Issues of Parking on Eastern Avenue.

South Silver Spring area resident Brian Savoie recently submitted a letter to the Montgomery County Council expressing his concerns over the Parking Convenience Sticker (PCS) program and the larger parking situation along Eastern Avenue – a thoroughfare that straddles the border between Montgomery County and Washington, DC.

The letter, posted on the South Silver Spring Neighborhood Association website, outlines Savoie’s experiences in parking in that area since 2004. The 712-word missive details the doubling of the PCS fees in six years (from $55 in 2004, to $113 as of January 1, 2012) and the confusion by District of Columbia parking enforcement officers over jurisdiction (according to the letter “our property is located in Montgomery County – our street and sidewalk belong to the District of Columbia.”)

Savoie offers two potential solutions to the issue, one calling for the creation of a new permit for Eastern Avenue residents, the other a reduction in PCS fees for those who live within the central Business District and therefore already pay property taxes which help to maintain local parking.
