Two Silver Spring Residents Rank High on the State Back Tax List

The Maryland Comptroller posts his "Caught in the Web" list annually.

Two Silver Spring residents are high on the Maryland State Controller’s tax scofflaws list of individuals and businesses who owe the state significant amounts of money in delinquent taxes.

Peter C. Pyen of 15101 Interlachen Drive in Silver Spring, ranks 12th  on the list owing $208.310.67, while Mustapha J. Ally of 9919 Georgia Avenue comes in at No. 21 owing $129, 709.10, according to the state.

Both show up in Comptroller Peter Franchot’s “Caught in the Web” list which appears on the Maryland Comptroller’s website.   

Franchot’s office annually highlights 25 individuals and 25 businesses who have failed to pay their taxes to the state. Those on the ‘Caught in the Web’ list owe more than $11-million with Jacques and Marlene Rubin of Palm Beach, Florida, the biggest scofflaws with about $4.6 million owed to the state. They formerly lived in Owings Mills, Md.

Franchot asserts that many on the scofflaws’ list have the ability to pay their back taxes, citing Florida land records showing the Rubins bought a large condo in Florida valued at $1.1-million in 2002.
