I'm guessing that most, if not all, of the houses became foreclosures when the Pollo Rico family had to pay their financial penalties. The area becomes less desirable when it's overloaded with foreclosures, as Wheaton was. In addition, group homes do not help the area either. Considering what Pollo Rico was doing, these were almost surely group homes.

They are not small or cute, so yeah, I don't see a problem with that description. Are many cities worse? Well sure, but that doesn't make our little slice of office block purgatory a 'good' thing. In a perfect world, such monstrosities wouldn't exist. They aren't something that ought to be defended - they are unappealing, they have no aesthetic value and they're a blight on the landscape. I'm just saying.
