Years ago, a carry out taco from Samantha's satisfied the hunger of an on-the-run news reporter. The quick stop left me wondering about the appealing atmosphere and appetizing plates passing by as I waited for my order. The restaurant at 631 East University Blvd. is an oasis of upscale dining that still attracts patrons looking for more than the usual Tex-Mex for their dining out experience. "I think it is a beautiful little restaurant," said Rosemary Tallon, a Baltimore resident. "The decor is very nice. It is a very pleasant place to eat."
